[Rwp] setting fx parameters for an fx in a split item.

Hi Mat,

Sure, the sighted folks have access to the same GUI that they're used
to for each plugin they add, whether that be to a track or item or
whatever. The issue OSARA has is that the Reaper API doesn't allow us
to interact with some item parameters in the same way that it does for
plugins inserted on tracks. It's annoying.
