[Rwp] IRC Channel for chat and discussions: Anybody interested?

Yeah, both Freenode and OFTC are specific to free/open source. So, to be 
on-topic, we could create a channel for OSARA, but not for RWP/REAPER 
accessibility in general. I think there are a decent number of 
ReaAccess/ReaEar users, so I don't think a channel specific to OSARA 
would make sense.

There are some allowances for off-topic channels on OFTC, but it's 
probably better to use another network.
