[Rwp] OSARA: toggle master track fx not working?

It's worth noting that you do get this behaviour if no effects are 
inserted on the master track. However, I'm guessing you do actually have 
effects on the master track, in which case I have no idea. That sounds 
like a REAPER bug to me.
