Hi,

Unfortunately this isn't possible at the moment.

What you have to do is create an effect on a track, configure the 
parameters as desired, then highlight that effect in the chain, cut it 
and paste it to the item you want to work on. It'll turn up in the chain 
exactly as configured.

of course, to do that, you have to add an effect to an item to bring up 
the effects chain. A lot of fiddling to get it done but you can do it,
