[Rwp] is this an error or just another reaper quirk

are you saying you are trying to use the find short cuts button in the action list dialog to search for the shortcut Alt+Down Arrow? If so only think i can think of is due to windows screen readers using that as a key  in drop down menus  that its not being passed through to reaper. You  will probably have to hit the screen readers pass through key before pressing alt+down arrow in that dialog box.  If i misunderstood the question, please attempt to re-clarify then.
