[Rwp] is this an error or just another reaper quirk

When I try and make a consolidated action with say the alt down arrow 
and hit the f4 actions dialogue and
trigger the find short cut button,
reaper says error, you must enter a short cut.
The short cut is actually in the list though.
  So why doesn't it work in the search feature?
I can get around this and have done so but just curious why it's 
reported as an error and not treated as a search as shortcuts usually are?
