[Rwp] suggestion to put reaper and osara download link as footer of this mailinglist

Hi,

That's probably the reason one list I used to be on had an 
attention-grabbing line at the start of the footer. It was something like:

Please read this entire footer at least once!

After that, it gave the typical posting address, unsubscribe address, etc.
