Not exactly.  That just switches synthesizers.  Granted, no speech is in there, but you're making that way harder than it has to be.  JAWS key, in your case, that would be insert+space bar, followed then by the letter s, as in speech.  Do the same two keystrokes again to unmute.  It's a toggle.
