[Rwp] OSARA installer

Installing to a portable REAPER would really just be a matter of
installing to a different directory, since this installer installs to
appdata, not Program Files. However, I was worried that including the
directory screen would confuse people or that people would change it and
wonder why it didn't work. The way to get around that would be to have a
screen where you choose portable or install. If you're able to
contribute that, I could include it.
