[Rwp] how to install oscara and keymaps?

Hi, I'm new, name's Brandon, anyway, You generally just hit H until you 
hear readme.md, then there will be instructions and usually a download 
link. If not, go up top and see if there are any releases, if not then 
just download the master branch adn build it. In Osara's case, there is 
instructions, a keymap, which you will need, and osara itself. Just get 
the thing, throw the .dll into the plugins dir and off you go. The 
keymap takes a little more. Open Reaper, hit F4 to pop up the actions 
dialog hit import / export, go to import keymap if I remember correctly 
and there you'll be able to browse for the file.
