Yes you can totally edit MIDI from inside REAPER. I do this quite a lot.
My recent album 'Mystrelle', was played using the Garritan Abbey Road CFX
Concert Grand, played in and edited in MIDI.
To edit MIDI in REAPER:
Select the item you wish to Edit... shift A
Open the MIDI Editor .... Alt Control E
The first time you go here you need to set the View.
Open the View Menu ... Alt V
Cursor down until you hear Event List press Enter.
Now you should be able to cursor Up & Down the MIDI List...
To Edit a MIDI Event...
Select the MIDI Event and press Control F2
This opens up the MIDI Event Dialog and TAB around ... it is all there...
type , position , length , Channel , Note , velocity , event off....

Thanks for the info. I didn't know about the I command before.
I've now got MIDI working, and have some more questions as a result:
1. When you select the channel you want to record on, is there a way to tell
Reaper to use a different instrument? For me, I usually end up with a piano
sound, except for channel 4 (which plays whatever instrument I set the
keyboard to in it's Global mode), and Channel 10 for drums.
2. How would you load in a soft synth? I believe there's one that's included
with Reaper that I wouldn't mind trying. Also, what's a good soundfont VST
plugin to use with Reaper?
3. I understand that there are some MIDI FX plugins. How do you use those?
4. Is it possible to change or remove MIDI notes?
