[Rwp] Changing play-rates

Although unfortunately, that action will only affect item pitch, not 
item play-rate. Thing about changing item rate in the properties is that 
it goes to lots of decimal places. You would have to keep working out 
what a three percent drop would be to modify the play-rate by five cents,
