[Rwp] setting fx parameters for an fx in a split item.

Yep, it certainly couldn't do any harm to file it as a request on the
Reaper.fm forum. As requests require votes, and we're a relatively
small faction of the Reaper user base, I'm not sure how much traction
you'll get, but would be happy to be proved wrong.
