[Rwp] different driver modes in reaper

Well, it's a mixed bag and nothing is consistant.
Wdm and wasapi are good as far as they go, but having access to asio and
the actual hardware of your carde is important for a number of reasons.
I have not seen the buffer change take place in asio from the DAW side yet,
but I'm not done experimenting so we'll see.
It would be good if at least this feature could be made standard,
because that's the one thing people want to get at most often.
