[Rwp] different driver modes in reaper

Most interfaces I've used work this way, in that Reaper overrides 
current driver buffer settings. This doesn't necessarily include things 
like streaming mode or safety buffers, though.
However, some, like the MOTU audio interfaces, and I think the Behringer 
UMC204, don't. You have to change them manually in the associated 
control panel for the device.
However, as I've said, most audio interfaces I've used (m-audio, 
Presonus, Lexicon, Focusrite, etc.) allows this.
