[Rwp] trying reaper with windows 10

Well, that's interesting, I still have a couple of those old work horses
around here,
so maybe it's something about the steinberg.
No this isn't a laptop either,
but a dell optiplex 790
i5 based machine.
I used to run at 64 asio buffers with that steinberg under w7 with no
issues.
so we'll investigate further and see what gives.
W 10 is supposed to have optimized audio somewhat but all it takes is
one mis-behaving driver or process ti tilt the whole house you know 'grin'.
