[Rwp] Anyone successfully tracking midi in Reaper?

yes, reaper doesn't
honor track volume settings with midi, but it does work with item volume 
settings.
Interestingly enough, the item volumes work on stuff on the same midi 
channel, but different items,
so reaper must be doing something under the hood to make that happen.
I don't think it's just velocity scaling because I took an organ part 
and was able to record several passes with each item being a different 
volume.
Also you can always render your midi to audio to work with in a more  
friendly way.
