[Rwp] Metronome volume

Hmm this is interesting, the sliders in that dialogue don't seem to 
work, but the actions for raising and lowering do, but move by very 
gradual amounts, so you'd think reaper would have a way to assign 
out-puts for the metronome to a extra free out-put like sonar has, but I 
haven't found anything yet.
I wonder if this slider not moving is something I should put on github?
or am I missing something?
