[Rwp] Metronome volume

Two things:
1. Those sliders will read properly in REAPER 5.20. (They already read
in 5.20pre.)
2. The reason primary is called volume and secondary is called gain is
that primary is a base level relative to your master, whereas secondary
is relative to primary. This confused the hell out of me until I figured
it out. I couldn't work out why secondary always seemed so much quieter
than primary at the same level. :)
