To change the metronome volume, go to
options/metronome/pre-roll/metronome/pre-roll settings.
Here, there are two sliders that, with NVDA anyway, don't read as such
when tabbing through the dialogue box. These two sliders are in the tab
order just after "Count-in measures."
You change the volume for primary beat volume and secondary beat gain
separately. I don't know why one is called gain and the other is volume,
but that's how they're labeled.
The two metronome gain sliders change in roughly 1.5db increments with
up/down arrow keys, and 0.1db increments with control up/down arrow.
With NVDA, you can use screen review to see the values of the two
sliders, as it doesn't read out when they are changed.

In this dialogue, you can also change the samples used for the
metronome. Be aware that all these changes are project specific, so if
you want them to stick globally, you'll want to either use that as a
template, or make your changes, then use the "save as default project
settings" button in project settings (alt+enter.)
