[Rwp] seeing tempo envelope points when we move to them

when you press alt j and k with the tempo envelope selected, it should 
read the value of that envelope point without needing to bring up the 
dialogue. That's the behaviour that happens for all the other envelopes, 
including effects parameter envelopes. If that doesn't happen, reckon it 
would be a Github issue, though I'd use stretch and/or tempo marker for 
your application myself, rather than master play-rate automation.
