[Rwp] Automating effects

This might be a native reaper assignment because it also works in Osara.

Or GN luca mirrored what reaaccess does.

Now I don't understand why things like control shift up and down arrow 
which are bound to one db up and down won't work with automation but the 
alt down and up arrow does?
