[Rwp] Reaper and Windows 10 Support

From what I gather according to the info on the cakewalk site,
microslop is supposed to have improved wasapi with w10.
Along with allowing programs to grab cores for exclusive use,
and other tweaks to help stop dpc latency spikes, but it's still early
days yet,
so maybe after the first major service pack update, we'll see wasapi all
ironed out.
It would be nice to get something approaching mac's core audio
performance for generic devices on w10.
