[Rwp] reaper+windows 10

Yep, that's useful for people who have such things.

Getting to the problem, you could get on the reaper forums and post
about it; could be as simple as Wasapi doesn't work the same in Win10
and they can't do anything, or they could go "aha" and fix it.
