[Rwp] Sampler like Cartplayer

ReaSamplematic5000 comes with Reaper, and could be used for this I
guess. One instance per cart file might get kinda confusing to keep
track of though unless you were to rename each instance in the fx
list. You can do that by hitting F2 on the effect you'd like to
rename.

Maybe someone else knows of a better option. Seems like something that
Pois would've been good for, but I haven't heard any rumblings about
finishing up the work that developer started to improve the
accessibility. Maybe someone else knows more...
