[Rwp] New osara keymap

Nevermind, I found the relevant actions and mapped a new hotkey to the
new Osara action. So now I tested this by loading a track into reaper
and adding 2 stretch markers. One on the first beat of a bar and one
on the second.
If I go to the second marker and then move the edit curser either back
or forward, and after that press the new osara hotkey the stretch
marker will move to the new position where I left the curser and the
audio between the 2 markers will either compress or stretch depending
on where I've moved it.
This is great.
If I want to have a Project with a track in it where I can change the
tempo freely all I need to do is put stretch markers on every beat.
Now we need to figure out if there's some action that could
automaticly put stretch markers in a Project, cause doing it by hand
could take a while, but this is fun.
