[Rwp] New osara keymap

I have not worked extensively with stretch markers, only now starting to
experiment, but I do know that even with the standard nudge and overlap
options on the numberpad keys, reaper is pretty powerful in fixing
timing issues even there.
I have been able to fix late chords, and drum hits, and make sloppy
changes sound smooth and more natural with this method, so using stretch
markers would just make it that much better.
I have a long way to go to be a reaper guru,
but I feel like I'm finally out of kindergarden 'grin'.
