[Rwp] Understanding Envelope Visibility + Should Something Be Done in Osara?

Not sure I can reproduce the second, but I can repro the third. 
Regardless, this would seem to be a bug in the REAPER actions; OSARA 
doesn't do anything in this case except report the selected envelope. I 
could probably hack around it, but it doesn't seem like a good use of 
time given that you can just go to the previous envelope.
