[Rwp] OSARA, Reaper, and NVDA

Hi David,

A bit late, but getting caught up on mail. :P

Regarding hardware speech and NVDA, it's a bit grim. The DECtalk USB
and Doubletalk LT are fully supported; DECtalk Express apparently has
issues (though I don't have one to confirm).
