[Rwp] Is This a Bug: New Items Inserted On Last Track when no Tracks are Selected

Pretty sure this is default Reaper behaviour dude. Maybe run the same
test without the master track showing, and again with ReaAccess to see
whether either of those variables change what happens and report back.
