[Rwp] Enabling my midi input in Reaper preferences won't work with NVDA

Doing that in screen review works for me. As for why REAPER can't help,
REAPER doesn't implement the applications key correctly anywhere, even
though this is supposed ot be standard behaviour. I'll try to hack
around it in OSARA if I can ever clear the rest of this stuff off my
backlog.
