[Rwp] lerning NVDA object nav to use reaper more effectivly.

the input monitoring options re under one of the onus and also are actions you can assign hotkeys to. The ReaAccess keycap had a HotKey assigned to toggle input monitoring on and off and i am guessing Osera or others do as well. If not its trivial to add a HotKey to do this.
