You would wan to adjust the sends volume to adjust amount of audio sent to the send  without altering the track volume. 

Since ReaSamplematic is a sample or Instrument you’d have to map things to trigger it as well as putting it on its own track. The reaper manual should cover some scenarios and is worth consulting on that front.
