I'm not an expert by any means, but have you tried the builtin JS:
Audio Statistics plugin? I can't remember all the things it can do,
but I know that it among other things shows the RMS values for a
particular track. Maybe it could save you the hassle of opening tracks
in Sound Forge at least in some cases.
I believe that REAPER indeed has various VU metering options. If you
enable docker and mixer in the view menu and then use ctrl+up to get
to the top most panel where it reads "mixer dialog master volume 0.00
DB" and such, pressing the applications key will open a dialog where
one can customize the settings for the VU meter. Maybe the settings
here only apply to the master track, I really don't know. But if this
is what you are looking for, I don't think that Osara can interact
with the info presented here yet.
