Hi David,
Here's a rundown of each of those terms:
The Actions List is where pretty much anything that causes Reaper to
do stuff lives. You can run individual actions, build custom actions
if you learn ReaScript, and chain existing actions together to make
things behave in a way to suit your workflow. Seeing as there are
several thousand actions, the search filter is your friend. Should you
find functions that you'll use regularly enough to warrant having
keystrokes dedicated to them which aren't already catered for in the
D&G keymap, the Actions List is where you'd go to locate the
functionality you seek and bind it to a key. In other words, whenever
an action has a keystroke associated with it, it's called a key
binding. The keymap is a collection of key bindings which can be
imported in a single file, saving you a ton of time and effort. You
can confirm whether you've got the keymap installed by hitting F4,
which - if you've got the keymap correctly installed - will take you
to the Actions List. If not, you can get there by going to the Actions
top menu, tab around until you hear "import/export", and hit space on
that to import the D&G keymap.
