I honestly don't follow what you're driving at. The jump dialog is built 
into REAPER, and thus, the screen reader user gets exactly the same 
experience as the sighted user. Furthermore, there's no reason a screen 
reader user might need this change more than any other user. This is not 
an access issue; it is just how Cockos chose to do things. As such, 
changing this behaviour of the jump dialog is well and truly out of 
scope for OSARA. If you want it changed, harass Cockos. :)

On the other hand, changing the behaviour of the OSARA report time 
action is definitely in scope for OSARA because it's an OSARA specific 
feature.
