[Rwp] No it doesn't work

Hello,
Now i’ve tried putting the right file of Reaper access into the user plugins library and at least tried to import the keymap file into reaper but try as i might, i can’t get Reaper to speak anything. I have made new tracks and tried to move between them to no effect whatsoever. What obvious things has this stupid missed?
