[Rwp] Downloading the Key Map

Hi & Greetings from Down Under,

I am having the same problem. Using Windows Live Mail, and Clicking on the 
link opens the document in IE.

Strange to be sure, to be sure!!

I know this is off topic, but it is driving me nuts.  I hope somebody can
help.
In trying to download this key map, using outlook 2013, windows 7, pressing
enter on the link actually opens the keymap as a document, rather than
downloading it.
The outlook context menu for that link doesn't list anything that will let
me download the thing.
Nothing like, save target as, or anything like that.
In Outlook Express, in xp, pressing enter actually downloads the file.
So, how is it supposed to be done in the new paradigm.
I love it when they improve my user experience.
