[Rwp] selection problems...and sample loading.

The keystrokes you're using to specify start and end points at the
moment actually set start and end points for looping. Most of the time
that works for selection too if you have them linked in preferences,
but I'd suggest switching to Alt+Shift+[ and Alt+Shift+} to see if you
still get the message about items. If you do, hit Shift+A to select
the item under the playhead, and try setting your selection again.
Here are a few checkboxes that I have checked in Preferences to speed
up my workflow:
Editing Behavior, Move edit cursor to start of time selection on time
selection change
Editing Behavior, Link loop points to time selection
Playback, Stop playback at end of loop if repeat is disabled
With those checked, Reaper will move the playhead to match any changes
you make to
the start of time selection, and stop when it reaches the end of time
selection.
One other keystroke that it might be useful for you to know is
Alt+Space, which plays skipping time selection, so you can back up a
bit and audition what the cut would sound like.
Not a clue about loading sample packs here I'm afraid, but hopefully
someone else can chime in.
