Yes you are looking for the action list.  You just need to look for the actions that say  midi cc only, for example Adjust last touched FX parameter (MIDI CC/OSC only) or Track: Set volume for track 01 (MIDI CC/OSC only) or Track: Set volume for master track (MIDI CC/OSC only) etc. Once you select one of those you can assign a knob  or button or slider on your surface to that action in the same way you would assign it to a Hotkey but instead of pressing the hotKey you would move the knob/slider etc. The cool thing about reaper is is that you can actually assign pretty much any action in the action menu to a midi controller. The getting started page on www.reaperaccess.com explains how to assign actions to hotkeys or midi controllers if you need more details or a step by step guide.
