[RWP] new accessible peak meter

I don't like the wet dry mix.

Because it messes with the actual levels on the track,
if you insert it on a track you can actually change the level at where 
you clip
so they should have it like half duplex, have a set level for what the 
meter gets but allow you to turn the beeps up or down for notification.
