[Rwp] midi clock, timecode and latency

I've found that if you check the use pdc delayed when recording items 
option in the ctrl up arrow applications menu,, it compensates for most 
delays. While its main purpose is for plugins and the latency that they 
can introduce, it does work for hardware things as well. Reaper 
basically looks at all of the tracks in the project, finds the one that 
is most delayed and brings the others in sync with that track, thereby 
fake compensating and making things very nice as a result.
This may not be exactly what you're looking for, but I hope it helps 
somewhere. :-)
