[Rwp] midi clock, timecode and latency

So, to add to this a bit, I have found the option in Reaper's midi 
outputs to offset midi events to a device by x milliseconds for each 
output. You can put in a negative or positive value. Unfortunately, all 
I can manage is to make things worse, as a negative value doesn't seem 
to make any difference at all, though it looks like it should.
It seems to me that the audio start/stop should be slightly delayed to 
fall in-line with midi if it's going to be like that.
I could do some tricks with ReDelay, but that's all a bunch of duct 
tape, and is only good for rendering. Surely that isn't necessary.

A quick search suggests others are also having this issue, and the quick 
fix seems to be increasing asio buffers to a stupidly high amount, which 
is, to me, not an acceptable workaround.
I have also found reference to another midi clock plugin. Maybe this 
will work, though that seems to be a stupid issue with the built-in 
stuff, and more to set up for each project.

Interestingly, the thread I found on the forum lists the raw text of 
this JS plugin, which is to be saved as a text file, then put into 
Reaper's effects folder.
It's something like 30 lines of code.
