[Rwp] OSARA key map

Scott, 
Right,  thanks, that is what a transient is supposed to mean.  But, I
recorded  one item, with mostly silence, and just a few distinct hand claps.
I thought those would qualify as transients.  But, control right and left
arrow don't do anything, because there is just one item.  I expected reaper
to identify the individual hand claps, IF IT GOING TO DEAL IN TRANSIENTS.
Of course, I don't mind, since I work mostly with items.  But, it seems like
I don't quite have something right there.

Hey Jim,

In this case, a transient is a spike in the wave form. Skip to previous or
next transient could be worded as skip to previous or next loud bit and it'd
be accurate enough.
