[Rwp] OSARA key map

Can somebody explain what is meant by a transient? I am an electrical
engineer, and I know what a transient actually is. But, reaper seems to be
using that term for something slightly different. I thought
control+left/right arrows moved between transients. But, that moves between
items. Not transients. What am I missing?

If there's no audio in the project yet, then you don't have any transients
to move to yet either.
