[Rwp] Delete content of a region

They're just two different methods of accomplishing the same task
really. Depending on what needs to be done at the time, one way will
usually be less keystrokes. If you know that you're going to split
around a time selection, then selecting your start and end points and
hitting Shift+S to split is probably the most efficient way to do
that. If it's more of an ongoing editing task and you're not exactly
sure in advance where the splits will be placed, Shift+A to select the
item under the cursor and then hitting S each time you reach a point
in the audio where you need a split will serve you better. There are
no rules set in stone with this stuff really, it's just a case of
figuring out which way suits the task you're performing at the time.
There's not really even any reason to interchange workflows other than
a bit more efficiency, so if one way works better for you, there's no
reason why you can't just stick to that.

Hope that clears up the difference a bit
