You're mixing two related but different pieces of info.
In REAPER (regardless of version), the API doesn't allow you to get the 
value of volume or pan with respect to automation, only the overall 
track trim level.

No. As I noted previously, this just isn't possible in REAPER 4, and 
even if I implemented this using the new stuff in REAPER 5, you'll 
probably get raw values. There are also probably too many points for 
this to be usable.
