[Rwp] Is there a Shortcut for the Input (Recording) Menu?

Thanks, Scott, it works exactly as you described it, except for the
fact that my screen reader (Jaws 15 BTW) does not say anything when I
press CTRL + Up twice. Maybe I have something turned off in reaper,
but it sure ain't the mixer, of that I'm totally certain. Other than
that it works as expected.
