This could be accomplished with a fader and some automation, both of the 
frequency envelope and the pan envelope or the track or, alternatively, 
there are some free phasing plug-ins out there. The trick is to keep the 
resonance low so it doesn't sound sci fi This could also be accomplished 
with the use of some hrtf (head related transfer function) impulses, 
cross-fading and other jiggery-pokery that I'm not very experienced with.

Making stereo sound like surround isn't easy but autopanning and phase 
shifting will take you a long way,
