[Rwp] Dynamic EQ Anyone?

Going back to the dynamic E Q, I'm confused, what's the difference 
between a dynamic equaliser and multi-band compression? I haven't played 
with the plug-in myself yet but all the tutorials seem to demonstrate 
things that seem to be multi-band compression - find a frequency, 
designate a threshold, decide whether that frequency will be boosted or 
cut when that threshold is crossed. I suppose multi-band compressors 
don't technically enhance the frequencies they are set to work on but 
still?
